If you are really using a '-' in your targets dictionary, that would
explain it. What you want is this:

        target All-FEs
                targets = "/router-interfaces/routera/fastethernet0_0_0;
                                /router-interfaces/routerb/fastethernet1_0_0"

If that doesn't fix it, getting more info from the debug logs would
help...
